Being the starting point of the famous Sea silk Road,Jiuri Mountain underwent rising in Jin dynasty, becoming famous in Tan dynasty,prosperity in Song dynasty and decline in Qing dynasty. Its historic culture tourism resources have almost been vanished. To exploit the tourism culture of Jiuri Mountain,the principles of renovating the culture carrier,exploiting the culture intension, opening up the space and developing step by step must be grasped. Exploiting tourism products such as investigating listory seasilk Road Leisure activities should strengthen the leading role of the government,take the market as guide,stick to protecting while exploiting and develop the tourism activities combining sightseeing and participating.
