Study on the Rural Transformation Development Pattern in Dulan Pastoral Area of Qinghai Province Under the Framework of PPP(Public Private Partnership)
研究了青海都兰牧区在政策推动下的乡村转型，提出基于公共私营合作制的发展模式，强调地方政府与外资私营部门的伙伴关系是关键。
The pastoral area plays extreme important role in ecological and national security in China. The rural area in postural China is pushed into a new transformation development period by policy. The uniqueness of rural in pastoral China and the problems with them in this special transformation period is discussed, and a transformation development pattern under the framework of PPP is built based on the case study of Dulan pastoral area in Qinghai Province. The main conclusions are:(1)The partnership between local public sector and foreign private sector is a key of successful rural transformation development in postural China.(2) By the evolution of regional industrial structure, the development of local characteristic industry under a comprehensive partnership supplies a feasible way of successful transformation.(3) Four steps are considered as crucial in this PPP pattern: High threshold set by the local and superior governments for private sectors into pastoral areas; Strong institutions and mechanisms formulated by a co-leading group to constraint the relationship; Creating local industries by the chance of cooperation projects; Strengthening the embeddedness of settled private sectors to ensure a more stable social environment and subsequent power for the future development.
