This paper mainly analysis the driving force to the development of low carbon city in optimization and upgrading of the industrial structure,lists the experience and implementation effect of operating is between the development of low carbon economy and the adjustment to industrial structure in the developed countries,and puts forward the strategy on operating mechanism between the development of low carbon city and the adjustment of industrial structure of Hebei Province.
