Roles and Positioning of Higher Education Institutions and Research Institutes in National Innovation System

It compares the resources,outputs,and efficiency of scientific and technological innovation be-tween higher education institutions(HIEs) and research institutes(RIs),based on the statistics data from the National Bureau of Statistics and the Ministry of ST.Some issues,such as the focus of RD activities,allocation of ST resources their roles in the na-tional innovation system,are discussed.Meanwhile strengthening firms' mainstay in technological innova-tion,HIEs and RIs should be positioned in the national innovation system rationally.The government should increase RD funds,especially basic research funds.
