On City Power Emergency Capability Assessment——A Perspective of Government-domained and Social-interacting Framework

Modern city is a giant disaster bearer, where the power emergency is very important component of its public emergency management system. This paper defines the concept of city power emergency events, introduces the characteristics of emergency management. Based on both theoretical and practical literature of city’s public emergency management and emergency capability assessment, the paper proposes a government-domained and social-interacting framework of city power emergency capability assessment.
