The Research on Approach and Method of Sustainable Development-based Urban Functional Zoning and Application
提出一个六步城市功能分区框架，包括生态分区、资源导向分区和公众参与，并以厦门为例划分了13个功能区，相比现有方法更合理。
Guided by the conceptual framework of sustainable development-based urban functional zoning,a six-step framework of urban functional zoning including urban function types selection,ecological regionalization,the functional zoning following natural ecosystem conservation priority principle,the resource-oriented functional zoning,tentative programs of urban functional zoning formation and public-participation-based functional zoning was developed in this study,and systemic researches were also done on each step's approach and method. Afterwards,the framework was applied to a case study on urban functional zoning of Xiamen. Urban development strategy of Xiamen was considered firstly. And then centering around the leading industry tourism and the tertiary industry,Xiamen was divided into 13 functional zones. Compared with current urban functional zoning work,the new framework this paper developed is more reasonable in these aspects below: (1)the functional zoning work selecting urban function types centering around urban function structure established by urban development strategy;(2)the functional zoning work doing based on ecological regionalization,following natural ecosystem conservation priority and resource-oriented principles;(3)public participation playing an important role in the functional zoning work;(4)during the functional zoning work ocean functional zoning taking precedence over land functional zoning;(5)more scientific methods applied in the work.
