In the paper, six key aspects about construction of dry farming base in Northern Shaanxi are put forword, these are rational development and use of water, integration of environmental harness and rational use of land, integration of agricultural development and rural richness,popularization of a gricultural technigues, integration of agricultural productive organization and full-effective use of funds, industrial development of agricultural product processing and construction of rural towns.
