指出农民失去土地不仅是生计危机，更会演变为政治问题；建议明确公共利益、理顺土地所有权与经营权关系、建立市场化流转机制，赋予农民平等土地收益权。
This paper explains that the peasants have been deprived the land not only means their living level in danger,but also evolves to become a political problem of social stability.The current suggestions and measurements is to solve shortly an emergency.Basic solution to this problem is that to define public benefits,get rid of some of the deadlock cognition for land problem,manage the relation between ownership and operating right of land,establish the market-orientated mechanism to transfer the land usage power flow,endow the peasants the equal right of obtaining income from the land.
