The development road comes through the change from the traditional development mode to the sustainable development mode. The traditional development mode, which depends on the increase of the quantity and the expansion of the scale of towns, pushing force to the economy is feebler and feebler. In order to drive the urbanization in China to the sustainable development, we should take it as the starting point, which is forming the system of pyramid, founding the system of urban relying on industrialization and developing advanced specialization using new economy, the developing a wide place in the road should give priority to institution innovation and developing metropolis and middle-sized cities should pay equal attention to technology innovation and institution innovation.
