System,Policy & Law Approaches of Community Self-organizing Capacity Building
本文指出中国社区建设中政府与社区关系未有效改变，居民和社区组织被动参与成为瓶颈，提出从系统、政策和法律层面理顺政社关系、扩大自组织空间，最终实现居民自治的对策。
Since the beginning of community building in China,the mechanism of community self-organizing has been renewed and gained more and more opportunities for sustainable development.But at the same time there has not been effective change of relations between government and community at all,and the residents and community organization had played much more passive roles in community affairs.This phenomenon has become a terrible bottleneck during the course of community self-organizing capacity building.So if we want to get better results,we should not localize at community itself,but we shall look for better approaches of system,policy and law with a view to the external circumstances.This article will put forward countermeasures at two important aspects,and the effective approaches are as follows:firstly we shall emphasis on the key routes of putting the relations between government and community in order to expand the space of community self-organizing capacity,and finally we shall exert ourselves to resident autonomy by developing policy and law.
