Beijing urban master plan revision: application of scenario planning
本文通过一个技术援助项目，展示了情景规划在北京城市总体规划修编中的应用，包括规划评估框架、指标量化、情景生成与评估，并量化了人口和就业疏解指标。
This paper illustrated application of scenario planning in Beijing Urban Master Plan Review through a technical assistance project. The project is composed of plan evaluation framework, measures of indicators for evaluation, scenario generation, and scenario/plan evaluation. The project can be characterized by 1) quantitatively measures of population and employment distraction in master planning in Chinese cities; 2) quantitatively evaluation of plans/alternatives/scenarios; 3) full consideration of international urban development experiences in plan/scenario generation.
