In the end of 20th Century, the rural regions faced the manpower lost and insufficient basis facilities, low incomes and natural environment damage. Because the agricultural policies were turned from production-focused to business-focused in Taiwan, which pursuits for sustainable development and be in accordance with the increasing of the free time and the prevailing of the democratic idea, helped by the total-construction of community and intellectual importing form cities, the rural economy was transformed successfully to new combined unity of garden city and new industries, which brings vigor to the rural economy. The paper makes a summary for the characteristics and development program for the economy of garden city in the new age of 21st Century.
