Fragmentation and Governance:Study on the Theoretical Evolution of Metropolitan Governance

Political fragmentation is the thorny issue in the development of metropolitan areas. According to the attitudes and solutions on it,we can divide the theoretical evolution of metropolitan governance into three schools:the traditional regionalism which calls for the establishment of the metropolitan government,the public choice school which advocates polycentric-competitive-market structure,and the new regionalism which advocates the local cooperating network. This article discusses three schools in detail by analysing each ones' core ideas and their applications.
