Community Public Goods Production from the Perspective of Institution Transformation——From “ Work Unit System " to “ Community System "
本文从制度转型视角分析中国城市从单位制向社区制转变过程中，社区公共品供给体系的变化，指出单位制供给无法满足多样化需求，社区成为公共品供需的基本单元。
Due to the two characteristic of public goods, including both the jointness of supply and the impossibility of exclusion, the all members of group have intention to supply and demand public goods through free_riding.So the public goods' supply is the typical tragedy of collective action. As a part of the whole social institution transformation, the urban administrative system has been changing from “ work unit system , “ neighborhood system to “ community system , and in addition, its supplying system of community public goods has different characteristic in each historical period. The system of “ Government_work unit to supply community public goods can't meet the diversifiable and increasing needs of people. Under the background of work unit system to collapse, the urban community, as a institutional choice to governance, is becoming the elementary unit of supply and demand of social public goods.
