VIEWS ON THE COORDINATION BETWEEN URBAN PLANNING & LAND USE PLANNING
分析了中国城市规划与土地利用规划在规划和管理过程中的不协调状况及其原因，提出了基于法律的协调理想和五条基本协调思路，对从事规划管理的人员有参考价值。
This paper focuses on the disharmony conditions happened in planning and management process between urban planning and land use planning in China, and analyses its causes. The co-ideal for the two kinds of planning, based on laws, is given as follows: sustainable development, realizing modernization, using land intensively, and consolidating kinds of land use. Basic clues for coordinating the two are four points. (1)Paying close attention on city system planning; (2)Integrating town planning and land use planning; (3)Standardizing the base of the planning, such as planning area, land use per capita and land type criteria; (4)Urban planners participating the land use planning making; (5)Adjusting the construction of management agencies.
