MARKET FAILURE, GOVERNMENT SHORTCOMING AND EXCESSIVE EXPANDING OF LAND-USE SCALES IN CHINA'S CITY
回顾中国建国后城市土地资源配置历史，指出市场机制与政府机制交替的内在必然性，认为两者不完善是土地配置低效和城市用地规模过度扩张的根本原因，并主张以市场机制为主、政府机制在市场失灵时发挥作用。
By reviewing the history after establish the country, the paper considers that there are inherent inevitabilities in the process of market mechanism and government mechanism substituting each other in land resources allocation in China's city. And the basic cause, of which the low efficiency in land resources allocation and the excessive expanding of city land scale can't be, eliminated is that both of market mechanism and government mechanism is not perfect. Therefore, the of mechanisms should be the selection in which we(d decide the degree of the importance of the two choices. The paper considers that market mechanism is primary in city land resources allocation because of the characteristic of city land. Government mechanism should be used fully in the situation of market failure.
