A Discussion about the Improvement of Urban Planning Institution Based on the Concept of Public Policy
本文回顾了不同时期城市规划理念的演变，指出将城市规划视为公共政策是当代中国社会经济转型的必然结果，并从公共政策与制度关系的角度，提出改进现有城市规划制度的建议。
Taking the urban planning as a public policy is the response to the reality of the urban development in the contemporary era. At the same times, this new recognition also gives challenge to the China urban planning institutional improvement. The paper reviews the evolvement of the concept of urban planning in the different time and concludes that the urban planning as a public policy is an inevitable result by the transition of social and economical environment of modern China. Then from the point of the relationship between the public policy and the institution, this paper also points out that it is needed to improvement the existing urban planning institution and gives some advice about how to do it based on the concept of public policy.
