A CASE STUDY ON NEW URBAN POVERTY PROBLEMS IN MIDDLE CITIES OVER TRANSITION PERIOD
以芜湖市为例,基于一手调查数据,分析了转型期中国中等城市新城市贫困人口的社会和空间特征,发现其具有同期同群效应和结构性特征,并指出制度转型与创新不足是主因。
The new urban poverty in the transition period has affected greatly the outward development and inward development of cities in China. Moreover the problems are even more serious in those middle cities with traditional industries and middle and small enterprises. The paper, taking the example of Wuhu city, analyzes the population and its social and spatial characteristics based on the data from first hand general and social investigations. It is found that new urban poor population has the effect of same period and same group as well as structural characteristics. It is also true that the regional trend on the spatial distribution of poor population occurs. The paper discusses that the transition of system and insufficiency of system innovation is the main causes to the formation of new urban poor population in China. In addition, the problems such as those in the aspects of urban development and management and those relative to the poor population are also causes to the formation of new urban population. It is suggested that social and economical reforms be deepened to solve the problem of new urban population, that is, to solve the problem by means of system innovation in the aspects of social relief, the enlargement of employment rate, normalization of labor market, the enhancement of community development etc.
