The concept of urban waters ecology and ecological waters has been distinguished. The new pattern of five-law-in-a-whole of urban waters ecological planning has been put forward according to the synergism of five laws and the ecology theory, and the connotation of the five aspects of waters landscape, waters culture, waters economy, waters security and waters health of urban waters is expounded.The urban waters planning frame has been constructed with the theory of five-law-in-a-whole in three levels of macroscopic,middlescopic and microcosmic.The ecology view of urban waters planning is reconsidered at last.
