Production Strategy of Space under the National Strategy Region in the Perspective of Scale Rescaling: Based on the Analysis of the State-Level New Areas
从尺度重构视角分析国家级新区的设立与发展，探讨其作为国家战略选择和政策导向工具如何重塑区域空间生产策略，并提出框架体系、治理、综合规划和税收安排方面的建议。
In the context of globalization, the region has become an important national production space and caused the changes of Nation-Region governance,because of the changes in production organizations and the rapid transfer of capital and technology. In recent years, the gradual emergence to explore the regional spatial production strategy in the perspective of scale rescaling, scale rescaling has been regarded as an important means to deal with regional development issues in most countries, and State-level New Areas(SNAs) are Chinese characteristics refactoring tools. This paper reviews the process of instauration and development of SNAs, think that its the result of national strategic choices and advantages of the policy-oriented in specific spatial scales, leading the development of the region. In recent years, the central government has increased the action through the instauration of SNAs to reshape the production Strategy of region. It finally discusses the strategy system of space production in SNAs, and makes some suggestions in frame system, governance, integrated planning and taxation arrangements.
