Research on Identifying Experts in Peer Review

Peer review method plays an important role that in evaluating such as application of science research projects ,science research publishing and science research achievements ,research institution, etc. The practice shows;the critical circles are designing evaluating criteria and peers electing. In spite of the possibility of designing evaluating criteria,experts election is more important factors of effecting the quality of peer reviewing. The paper initially proposes the criteria and index system of i-dentifying experts.
