THE STUDY OF POOR-AREA CHANGE AND OFF-POVERTY MECHANISM IN LOESS PLATEAU
分析了1985-1996年黄土高原贫困地区的变化，基于区域经济不平衡发展理论，提出通过扩散效应促进脱贫的策略。
Loess plateau is the major poor region in China. There are nearly half of the counties named poor counties. Although government has carried out ‘the transferring blood strategy' and ‘the making blood strategy', which have little effect. Because there are strong polarizing effect in loess plateau, some place is abundant with factors of production and its economy is flourished. On the contrary, some place is lack in factors of production and its economy is less developed. According to the theory of regional economy unbalanced developing, as the developing of state economy, the factor of production in developed area would diffused to undeveloped area, joint with local resource, produce new productive force, and stimulate the economy development of depressed area. So, we want to analyze the change of poor area broader from 1985 to 1996, and put forward the off-poverty strategy in the view of diffusion.
