本文借鉴欧盟社会排斥与社会包容的概念、理论模型、行动机制和评估体系，分析中国城市中城乡移民的社会包容现状、实践策略和理论模型，提出应发展政策行动和社区工作以改善服务供给。
Social inclusion across the globe has increasingly been emphasized from academic field to policy practice.Based on the analysis of the basic concept,theory model,action institution,and evaluation system on Social exclusion and Social Inclusion of European Union,the article examines the basic conditions,practice strategies,and theory model on Social Inclusion for Rural-urban migrants in Urban of China.The article concludes that policy action and community work should be developed effectively to build up the policy implementation on social inclusion for Rural-urban migrant,and to improve social service delivery with the context of the exiting social inclusion policy across the globe.
