The self-assessment of disaster emergency capabilities of urban is one of the most important factors for urban disaster management.The establishment of urban disaster emergency self-assessment system could reinforce governmental capabilities in the disaster management.Having Based on the examinations of the system of urban disaster response capacity,the authors outline the self-assessment system of urban disaster emergency capability with multi-level indicators,design relative self-assessment procedure,and reveal an experimental application of the system and the procedure.
