Community Planning as a Process of Social Action: Goals and Methods

Community planning provides a new area for China's urban planners.While the traditional physical planning still strongly influenced the drafting and implementation of community planning,as the result,knowledge are separated with action,and plans separated with practice.This paper argues that community planning should be regarded as action not just policy making.In this perspective,drafts and graphs are part result of planning process but not all.Through interaction and communication,urban planners could learn from community and,at the same time,educate community members in environmental protection,social justice,and heritage preservation.To realize the transition,China's urban planners need new tool of communication and play multiple roles of organizer,coordinator and engineer.
