SOME REFLECTIONS ON CHINESE "THE AID-THE-POOR PROGRAM BY TOURISM

Whether it measured by nature or by human resources, Chinese mid-west its unique advantages on tourism. In the recent ten years or more, some local governments have achieved outstanding success by implementing Aid-the-poor Program by Tourism. Nowadays,our country is carrying out Development Program of The West, the central government requires the mid-west governments to develop their own characteristic industry, in order to shorten the gap to the east. Under this new economic situation, how we should consider Aid-the-poor Program by Tourism. This article focuses on the following five aspects: how to comprehend the poverty, is the program effective, the relationship between government and the program, the sustained development of the program, the innovation of the program.
