The resident is the city master and the resident's activity plays an important role in the existence and evolution of urban planning.This paper summarizes the change of relationship between urban planning and resident in China and Western countries,and analysis of characteristics and changes of resident's identity,values of urban planning and role of resident in urban planning in different times.It puts forward three characteristic stages that are the political core-oriented stage,the economic and technical-oriented stage and the people and Democratically-oriented stage.Finally,it proposes the consideration and advice of relationship between urban planning and resident in the future.
