A study on the socialization of public administration and the marketization of public services——the reference from the "Government Reinventing" in US to city management in Zhuhai
分析美国地方政府公共行政社会化和公共服务市场化的经验，针对珠海市城市管理问题，提出向非政府组织放权、建设自治社区、改革公共服务体系等制度创新策略。
The socialization of public administration and marketization of public services are important policies in the American “government reinventing”. Based on the analysis of experiences the US local government employed socialization of public administration and marketization of public services, and problems the Zhuhai municipality currently undertake, the article proposes the strategies dealt with the system innovation in the Zhuhai city management, including to devolve to NGO and NPO, building a self-governance community, constructing an effective governing structure, reforming public services system, attracting non-state investment to infrastructure, establishing a scientific performance review mechanism.
