Analyzing the organization,function,operation mechanism and reform trends of the Berlin-Brandenburg Joint Planning Department,the paper elaborates the incentives,disincentives and history of inter-regional cooperation between these two German states. It also sums up the advanced experience of regional collaboration and governance from this case study.
