Water Resources Utilization Environmental Efficiency Measurement and Its Spatial Correlation Characteristics Analysis Under the Environmental Regulation Background
利用1997-2010年中国省级面板数据，通过数据包络分析模型测度各省水资源利用环境效率，并分析其空间分布特征，发现东部效率高于中西部且存在空间集聚。
Based on the panel data about provincial water footprint and grey footprint and other dada,the water resources utilization environmental efficiency(WRUEE) of every province from 1997 to 2010 was measured by the data envelope analysis model(DEA) cosidering the unexpected output,and the cluster model and exploratory spatial data analysis(ESDA) model were applied to analyze the spatial distribution characteritics of WRUEE.The results show that the WRUEE in the east China is generally higher than that in the middle or west China,and there is a positive correlation characteristics in the WRUEE,which means that the spatial gathering charateristics exist.The concrete patterns are as follows: the high-high gatherning type mainly distributs in the east coastal provinces,the low-low gathering type mainly distributs in the west and middle provinces,the low-high and high-low types are only in few provinces which are changing during the study period.The study evindences that the model presented in this paper can more objectively assess the water resources utilization efficieny aspecially in the background of environmental regualtion,which is of some theory and practicable significance for the assessment of water resources utilization efficiency.
