Definition of eligible families to housing security project usually is made according to financial capacity of the government and the extent of difficulty of applicants’purchasing and renting houses.The definition’s scientificity and rational will influence the justice and efficiency of allocation of Public housing resources.This paper analyzes existing problems of definition of Income limits rule of housing security project in china,finding there is a common wrong way of separating qualification definition from applicants’ affordability for houses consuming,and the shortage and misplacement in aid.Finally,the paper offers solutions to definition of income limits by using the experience of United States and German for reference.
