COMPARISON OF THE ADMINISTRATION OF BOROUGH GOVERNMENT BETWEEN MEGALOPOLISES IN CHINESE MAINLAND AND CHINESE TAIWAN AREA
以上海和台北为例，从行政区划性质、区级政府职能定位及市-区两级政府关系等方面，比较中国大陆与台湾地区大城市的区级政府管理，指出差异并探讨改革方向。
Based on a review or summarization of significance and characteristics of borough government administration in specific metropolis, mainly taking Shanghai and Taipei as examples, a preliminary comparison is conducted from several aspects, i.e. from the character and extent of administrative region, from the functional orientation of borough government and the relationship between the two-tier governments (the metropolitan government and the borough government) in urban governance. It is concluded that there are salient differences in borough government administration between megalopolises of Chinese mainland and Chinese Taiwan area because of existing political system, social and economic circumstances and cultural tradition etc. In the end, some issues including the scale of administrative region, the expansion of administrative power on borough government level and the cooperation between the city government and the borough government, are pointed out for further discussion, in expectation of being beneficial to the reformation of urban governance in China.
