Abstract

This paper established an evaluation system of urban infrastructure being constituted by three levels,five dimensions and 22 indicators after examining the connotation of it.Subsequently,a comprehensive and systematic study relating to the construction quality of urban infrastructure was made using statistic methods such as standard deviation model,mean square error decision-making method,weighted average method,and standard score model.According to this research,287 cities above prefecture level were chosen to evaluate the construction quality on the aspects of development sorting,grade division,spatial heterogeneity and statistical distribution during the year 2007.The results showed that: the construction of urban infrastructure has the similar characteristics of zonality changes decreasing from east to west as the economic development situations.Because of the existence of development shortcomings,there is disequilibrium restricted by Cannikin Law among most of the urban infrastructure constructions even in the same city.The overall level of urban infrastructure development presented normal distribution characteristic,while each subentry showed vary features: the environmental facilities presented left skewed distribution,the transportation facilities presented right skewed distribution,and the water supply and drainage facilities showed a flat distribution pattern;The distribution curve of energy facilities was irregularity and showed great fluctuation;Posts and telecommunications facilities showed a relatively special distribution which skewed to the right.Finally,this study could provide important politic recommendations and scientific basis for the urban infrastructure construction.
