System innovation is the important content to promote the industrialization of agriculture.The bias and lack of innovation and the conflict between the goal of public welfare and market presence,is the bottlenecks problem in the industrialization of agriculture in Hunan.Clarifying responsibilities,rights and obligations, promoting innovation and organizational reform of property rights,and supplementing the necessary policy support in industrialization of agriculture in Hunan in the early,is the key to solve the problem.
