The 1985 Mexico City earthquake which was Ritzs 8.1 level is one of the few earthquakes in the world which occurred in the center region of a nation's capital and cost severe damage to the population and public facilities.Mexico was in a rapid urbanization and economic recession and was about to launch a series of reforms when the earthquake took place which made adjustment of post-earthquake reconstruction policy particularly critical.Taking the capital reconstruction as an opportunity, the Mexican central government started to pay attention to the city's macro-development strategy, the affordable housing and the perfectness of regulations and other issues, and introduced a series of post-earthquake reform policies to promote the transition of urban governance. In fact, these new post-earthquake policies had a profound impact on urban development: the reallocation of main functions of the city promote the organic decentralization;the housing policies aiming at providing housing for the low-income class boost the suburbanizaiton and also change the housing property in city's central area;a new urban disaster risk zoning construction monocoque performance regulation were introduced from a legislative perspective. As it was the same circumstances as the earth took place in a rapid urbanization period in a developing country,Mexico city's post-earthquake reconstruction experiences will provide a very good reference to China's urban disaster prevention and resilience.
