RESEARCH ON THE LOCAL SYSTEM INNOVATION IN THE DEVELOPMENT OF CHINESE WESTERN ECONOMY
论证了制度保障是中国西部开发成功的关键，指出西部存在制度空缺，并从制度形式配置、冲突克服、本地化及政府干预四方面探讨有效制度创新的前提与基础。
The article puts forward and argues the fact that the key factor for the success of the Chinese western cultivation lies in the effective guarantee of systems. And it points out that system vacancy is quite prevalent in western China. Then the author makes research and illustration on the premises and basis of the innovation of the effective systems from the following four perspectives: the reasonable disposition of the forms of the systems; the overcoming of the conflicts in systems; the localization of systems and the intervention of the government. And at last, this article makes purposeful research on the effective innovation of the systems from the angle of the reasonable disposition and effective protection of the right of property; system innovation of the micro-subject; system innovation of the sustainable development and the guarantee of the efficient utilization of the financial transferred funds.
