SPATIAL POLICIES: FROM REGIONAL INCLINATION TO INDUSTRIAL INCLINATION
区分了以区域为基础和以产业为基础的两类空间政策，指出中国正从区域倾斜转向产业倾斜，并认为产业倾斜能兼顾效率、区域公平和环境友好。
Spatial policies are characterized by phases,policies with regional inclination base are the initial stage of the spatial policy development progress,policies with industrial inclination base are the higher stage of spatial policy development progress.Since 1949,either the regional balanced strategy and regional imbalanced strategy,or the imbalanced coordinated development strategy is executed,it is policies with regional inclination base that are used to achieve spatial regulation.The regional inclination makes the efficiency and impartiality spatially mismatched,and has a bad effect on market mechanism and drawback of no flexibility.Industrial inclination can unify the three goals which are improving efficiency,regional impartial and environmentally friendly,it is our country's development direction in spatial policies.The spatial policies of our country are at a stage of transition from policies with regional inclination base to policies with industrial inclination base.The major function oriented zone(MFOZ) that is studied now will advance the regional inclination and industrial inclination's combination,it is a transition from regional inclination to industrial inclination,industrial inclination policies should be applied more.
