Chinese Urban Governance System Based on Sustainable Development:Theoretical Explanation and Action Analysis
本文基于可持续发展理念，分析了中国城市治理在目标、组织、过程、制度和绩效体系上与传统城市管理的差异，并提出改革城市管理模式、强化政府作用、促进非政府组织发展和公众参与等行动路径。
Good urban governance is the key to achieving the urban sustainable development. Based on sustainable development, target system, organization system, process system, institution system and performance system in Chinese urban governance are different from the current urban management. In order to construct Chinese urban governance system that meet the requirements of city sustainable development, we must reform the current urban management mode by a big and wide margin. We should reform the organization structure, system and policy from the surface and the culture and idea from the further. The urban government should take actions guided by the idea of sustainable development, the all-round and small government should be replaced by a strong and effective government, the government should promote the development of non-governmental organization, stimulate and enlarge the public participation, and reform policy so as to motivate urban sustainable development. All the actions above are important ways to construct urban governance system of sustainable development.
