RESEARCH ON NORMS AND METHOD OF SELECTING DOMINANT INDUSTRIES IN REGION OR CITY
研究了中国城市和区域选择主导产业的特征及实施产业政策的方法，总结了国家与地方层面的差异，并提出了适合中国城市和区域选择主导产业的一般基准和方法。
While the effect of Chinese industrial policy over the past 10 years has been evaluated theoretically, the policy of selecting and preferably developing the leading industries is attracting more and more attention from many regions and cities. This paper studies the characteristic of selecting the leading industries and implementing industrial policy, and summarizes the differences that exist between national and local level. We further suggest general benchmarks and methods that are suitable for Chinese cities and regions to select the leading industries.
