Strategic Analysis of Performance-based Management in Chinese Urban Water Service Sector

Given the increasing demands for urban water service,while its efficiency is low,it is significant to explore and implement performance-based management in China's urban water service sector not only for achieving the pollutant reduction target,but also for improving the livelihood of urban residents and cultivating strategic emerging industries.Via a SWOT analysis,the main strength for developing performance-based management in China's urban water service sector includes huge potential of performance improvement,strong sector coordinative capacity and many available international experiences.The main weakness includes much natural environmental differences among cities,the weak regulation and performance evaluation system,and the lack of basic performance information.The current national strategy on energy conservation and environmental protection,as well as the Market-oriented reform of water sectors has provided a big opportunity for the performance-based management in wastewater sector.In addition,it is important to overcome several threatens such as the imperfect legal and institutional system,and interference from the one with vested interests.To this end,it proposes to develop the performancebased management in urban water service sector via mobilizing the local governments and taking the advantages of traditional water sector management,cultivating the supporters,and establishing legal and support system from the perspective of achieving the national mandated targets of pollutants reduction and construction of urban government efficiency.
