The Institutional Analysis of the Heritage Protection Land Transference in Large Archaeological Sites in A City-suburban Conglomerate——Take the Case of the Han Dynasty Chang'an City Heritage Site in Xi'an
分析了西安汉长安城遗址因保护用地限制导致经济落后、城乡发展失衡的制度因素，包括土地制度、政府监管和管理体制，并提出了制度创新建议。
With the restriction of the land use for the protection of the resources,the economy in large archaeological site is backward mainly on the agriculture.The boundary line of the administrative division in the archaeological site is regarded as a big pool resulted in the dissimilation of the economy between the inner and the outer in the archaeological site and takes shape of the village in the urban.In the process of the urbanization in Xi'an,the demands of the constructive land located the urban-rural interlocking belt are increasing.The article analyzes the institutional factor of the disequilibrium development including the land institution,governmental regulation and the system of the management.The institutional innovation in the archaeological site is put forward.
