A NEW INTEGRATED AND DYNAMIC URBAN LAND PRICE SYSTEM ON THE BASIS OF URBAN CIVILIZATION
针对传统静态地价体系限制城市土地利用调整的问题,提出虚拟地价银行和城市集成地价储备机制,通过类似股票交易所的操作实现动态地价,以分散房地产投资风险并防范金融危机。
The major urban function in the era of the new economy is turning from service for substance to that for human. Thus, cities have stepped into a new phase when a constant self-adjustment is required. However, the traditional land price system is based on evaluation of individual plot land, which results in a fixed or static land price, and restricts rearrangement of land use in cities. In this paper, a virtual land price bank, an urban integrated land price reserve and its related operation mechanism, is designed. From the point of view of investment theory, it aims at melting all the land value of individual plots at a certain point of time, with a similar way of operation in a stock exchange. This will effectively remove the obstacle of price floating among plots, and bring us a dynamic and changeable land pricing system offsetting risks from real estate investment and preventing from any financial crisis. It is recommended in the paper that the price of individual plots in cities should be viewed in an integrated manner. Urban land price is in a state of floating with the steady self-adjustment of a city. It is strongly viewed that the concept of a real time market land price could be adopted.
