A STUDY ON THE DEVELOPMENT OF MARKET CLUSTERS IN HEXI NEW DISTRICT,HUAIHUA CITY,HUNAN PROVINCE
研究了湖南怀化河西新区市场集群的形成机制和主要问题，提出了改善投资环境、吸引大商户、发展新业态等对策，对地方政府和市场管理者有参考价值。
Based on the investigation on the existing situation of market clusters development in Hexi new district,Huaihua city,Hunan province,the author reveals the dynamic mechanism that market clusters formed and evaluated,including a series of mechanism,e.g.system of environment and route dependence,location advantages and regional function guidance,government support and perferential policy,private capital seeking exorbitant profits,activating markets by merchants and famous firms from other places,and integration of production and marketing.To counter the main problems of market clusters development,i.e.retarding regional overall planning,repetition of market construction,unideal trade delimiting and commodity classification,viewing market development as real estate development,investment environment is not good enough,some countermeasures and suggestions are proposed as follows:①to improve the investment environment and management environment,so as to form the join forces for coordinating action among government departments;②to attract more large traders and famous firms into markets and foster principal merchants;③to develop new business patterns and new market space according to market changes;④to strengthen the direct contact between the produce and market departments and promote the integration of industry and trade;⑤to strengthen and cultivate talented marketing managers and administrators.
