Exploration on the Compulsory Index Mixed Building Mode of Public Housing's Provision——Based on Housing Properties
分析了仅靠市场提供住房会产生负外部性，指出当前公共住房集中供给模式导致不公平、低效等问题，提出应优先采用强制指标混合建设模式，并探讨其必要性和可行性。
Through the analysis of housing properties,this paper points out that there would be negative externalities if housing provision only depended on marketing,the elimination of these negative externalities relies on effective supply of public housing. Current public housing mainly depends on concentrated supply,the concentrated supply mode caused a lot of problems such as unfairness and inefficiency in supply,resource waste,urban residential space differentiation. This paper suggests that compulsory mixed building were primary,whereas concentrated building were secondray in public housing's supply. This paper analyzes the necessity and feasibility of implementing compulsory index mixed building mode of pubilic housing's provision,introduces the practical operation of this mode.
