Abstract

In the current phase of urban-rural harmonious development, the purpose of this paper is to explain the significance of collective construction land transfer in socio-economic development, identify its problems and call for institutional innovation of it. Field survey and documentation methods are employed. The results indicate that rural collective construction land transfer in Zhongshan City have positive effects on improving the economic benefits of collective construction land, reducing the cost of industrial land, building unified urban-rural construction land market and fulfilling the social security function of collective construction land. At the same time, collective construction land transfer are faced with some problems such as single mode and use of land transfer,low-tech industries, large hidden transfer market, wide transfer price range, lack of standardization of land income distribution and restrictions and confusions in relevant laws and regulations. Finally, it points out that to build province-urban-rural continuum two-level collective construction land transfer system and to coordinate the interests relation among government-rural community-farmers are keys to solve the problems in collective construction land transfer.
