Study on Factors Influencing Selection of Innovative Projects in Evaluation of Natural Science Fund
分析了基础研究的特点和创新思想的产生规律，探讨了国家自然科学基金评审中不利于创新项目选择的因素，并提出了建立保护创新的评价体系的途径。
Based on discussing the characters of basic research and the regularity of the birth of innovative ideas,it analyzes the environment and condition needed by source innovation. Then,it examines the factors that are not suitable for selecting innovative projects in evaluation of National Natural Science Fund. At last,it puts forward the ways of establishing an evaluation system for protecting innovation.
