WESTERN CHINA DEVELOPMENT: THE EMPHASIS, PROGRESS, POLICY AND INNOVATION
梳理了西部大开发战略的实施背景、重点任务、三年进展及中央政府的细化政策，并提出四项理论与政策创新建议，适合关注中国区域发展政策的学者参考。
The implement of 'western China development strategy' derives a considerable range of influence involving in whole China's development, ethnic solidity, and frontier stability. There are 12 provinces, autonomous regions, municipality and other autonomous prefectures of ethnic minority where preferential policies are put into practice. With reference to the four main tasks of western China development, importance regions that should be firstly developed are planned and a good start has been shown according to the performance of three years' development in western China. Furthermore, detail policies and plans oriented to accelerate western China development have been enacted by Chinese central government. It is argued that innovation in terms of theories and policies should be strengthened, accordingly, four innovative ideas are presented.
