Challenges and Responses in Urban Governance Under Scientific Development

The scientific outlook on development has imposed new requirements, new directions, and new constraints on urban development in China. The challenge facing every city is to shift the current course of urbanization toward more sustainable development on the basis of local contexts. In this paper, we analyze key problems in urban governance in China that prohibit sustainable urbanization. We focus on three key institutional factors including: national economic policy, fiscal pressure on city governments, and unconstrained discretion power in land administration. In response to these problems, we propose institutional building strategies and specific policy recommendations for city governments that facilitate sustainable urban governance in China.
