PUBLIC-PRIVATE PARTNERSHIP AND CREATIVE INDUSTRIES IN CHINA:A CASE STUDY OF INDUSTRIAL DESIGN OF BEIJING

Public-private partnership exerts a profound influence on the new economy of the inner cities in the western world.Existing literatures show that such governance model has become very popular in the provision of public goods in China.However,little evidence indicates whether or not there are some great differences between China and the developed countries.The authors view the urban regime itself as an important variable,and it shapes the framework and effects of the public-private partnership.Based on the structured questionnaire and in-depth interview,the case of Beijing industrial design demonstrates that the local authorities provide key services and industrial policy so as to promote the rapid development of the design industry under the cooperation with technical providers,design firms,universities/research institutes and other organizations.This case differs greatly from those in the western cities in that the partnership is almost under the control of the local authorities.Although other actors do not play an indispensable role in the decision making,they can provide the information base through feedback mechanism for the local authorities to improve the efficiency of the public governance.The paper further explains that the government agencies also act as the industrial intermediary and 'economic rational person',and become the key point in the external networking relations of the local authorities.As a result,they can be considered as the local institution of the governance or the platform of the cooperation.It concludes that such public-private governance in Beijing makes great contributions to the use efficiency of creative resources and the improvement of collective efficiency,and then improves the innovative capability of the creative industries in their initial stage.
