Urban Expansion,Governmental Responsibility and Service Industries:case study of Beijing
研究北京城市扩张中居住、就业等失衡问题,指出不应严格限制城市规模,而应通过政府增加交通、教育等实质性支出来促进郊区服务业发展。
The accelerating large city expansion is an expected result of economic development.Beijing is speeding its outreaching while facing many imbalances of residence,employment,shopping and leisure etc.in both its suburbs and farther areas which in turn fail to attract population and industries,and leave the central districts in ever striking conflicts in their transportation,housing and public services etc..However,these conflicts should not be reconciled by strictly limiting the city size,but be rendered to opportunities for the city,especially for the development of its service industries.In order to obtain harmonious and fast development,the local authorities should assume more responsibilities for substantive expenditure on transportation,basic education and medical care,safeguards and so on,to create proper conditions instead of man-made hindrances of intent for the healthy and fast development of the service industries(the commercial industries in particular) in the suburbs.
